There is an outstanding bug requesting PDF support, it is one of the top
voted requests for enhancements.
if you want to make PDF on windows follow the instructions here
they could probably be improved, i do not do much technical writing.

i have not tried it yet but using pdflatex in combination with Abiword
LaTeX export should produce good results. I really want to get PDF with
hyperlinks, which get lost if you convert to postscript (ps) before
converting to PDF. I have tested it yet, but i really hope it works.
Using the Gnome version of Abiword for Linux sounds like the easiest way
as has already been mentioned Gnome print has built in support for
printing to a File as PDF.
