Preferences dialog: Missing tabs, grayed option

Hey, AbiWord users -- someone *has* to have had and solved this problem,
but I can't find any mention of it either in Bugzilla or with a Google
search.

Just downloaded AbiWord 2.6.8; running Windows XP SP3. I also installed
the Tools and Importer/Exporter plugin packs.

The program launches no problem, but when I go to Tools -> Preferences
(with the intention of customizing my toolbars) I don't see what I think
I should.

First, there are only three tabs, not four as the help page says there
should be: General, Documents, Spelling.

Further, the first one, General, has a box for "Allow Custom Toolbars."
But it's grayed out.

All I'm looking to do is tweak those toolbars, and it seems that AbiWord
should let me do that. Am I missing something?
