It's not so much policy as practicality - things can change a lot
between versions, plugins can start or stop working properly, and
plugins must be of the same version as the main program. If you don't
install the plugins at all, in theory you should be able to just
overwrite upgrade rather than uninstall. If you have plugins, you must
upgrade all of them. In practice, while it's not impossible to upgrade
without uninstall, it is prone to some problems due to old versions
being left around (especially if you're running AbiWord while upgrading
- then you aren't really actually doing anything at all). I know for a
fact that going from a 2.2 release to a 2.4 release without uninstalling
can cause a fairly reliably-recognizable problem, seen at
http://bugzilla.abisource.com/show_bug.cgi?id=9624 . Additionally, if
you have any "weird" problems, the first suggestion I would offer on
Windows is to follow the instructions at that bug: uninstall all Abi
stuff, delete the Program Files directory, and re-install.

In conclusion for those who like to just skim :D - uninstall at the very
least, and uninstall with directory removal when going to a new series
(2.2-2.4, 2.4-2.6) or when you have "weird" problems.
