It is too the Operating System to offer such a facility. I have no problem on
Linux or MacOS X. For Linux it is just a matter of setting up the compose
key, which is annoying at first (you can do that in the UI, be it KDE or
Gnome), on MacOS X it is built-in. A British keryboard layout on RedHat 6.2
didn't require me to configure anything at the time.
Hence the disagreement.
