There are several issues.
The first one is the keyboard layout. This depends on the software, not
the hardware. It is for INPUT.
The second is the use of the proper font. If you want to display Euro
sign with iso-8859-1, it is likely that you get the generic "currency"
symbol (the circle with 4 little segments). This is for OUTPUT.
There is no reason AbiWord do not work if both condition are met.
