How do you do in other software under X ? If can't we can't otherwise, it is
a bug.

Personnally I have a QWERTY British keyboard and my keymap have dead '^"~`
that can be combined with vowel or other letter that allow it.

Here is the list:
' Alt-Gr ;
^ Alt-Gr '
" Alt-Gr [
~ Alt-Gr ]
` Alt-Gr #

This is what Red-Hat 6.2 offered me in the standard keyboard layouts.
