This may be possible, but I don't know of any utilities to do so.
The formats themselves are not that dissimilar; they're both just curve
data (TrueType curves are quadratic Bezier splines, Type 1 curves are
cubic Bezier splines) and metrics (TrueType font files carry their own
metrics, Type 1 metrics are in external files).

font tools and documentation.
