There are a variety of tools that can make the generation of POT files
from various other formats fairly straightforward.

Sugar Labs is currently providing hosting for AbiWored PO files:

If a series of POTs were generated for the website, we could easily
host them as well and it would probably justify giving AbiWord it's
own Pootle project on our server.
I'd be very interested in contributing some content on the L10n
process for AbiWord so that people are made aware of the option fo
working on-line in Poolte (as well as offline with their favorite PO
editor), but that will have to wait a few weeks as I am headed off to
Peru for SugarCamp Lima to facilitate a translation marathon for the
Quechua and Aymara indigenous languages.
