I'm using the current version of Abiword for Windows and I got the 
'failed to load dictionary' error several times when trying to install
the British dictionary. I couldn't resolve this issue by reinstalling 
and this has been the case since version 2.6.1 when I started using 
the program.
After a bit of googling I found the problem was that there is no 
ispell_dictionary_list.xml file installed by the dictionary installer.
I managed to get hold of the required .xml file from the internet and 
put this in AbiSuite2\dictionary and this makes everything work 
correctly. The dictionary installer installs the .hash file, but 
doesn't even contain the .xml file - I know this because I extracted 
the contents of AbiWord_Dictionary_British.exe
I'm not sure if this issue affects all Windows users, but I've seen 
many bug reports about dictionaries not installing properly under 
Windows. I've made my own installer for the British dictionary, maybe 
whoever assembles the Win32 dictionary installers can sort this 
out for others.
