Well, thanks for the overwhelming response, but there is certainly a 
very specific and easily reproducible bug here which appeared 
initially to be a duplicate of many other bugs. For this reason I was 
reluctant to report it, especially after finding a workaround.
If one chooses not to install any dictionaries as an option with the 
main program installer, then ispell_dictionary_list.xml doesn't get 
installed. The dictionary installer only contains a .hash file and 
hence using a standalone dictionary installer at a later date won't 
actually install a functioning dictionary. The main download page on 
the website has a 'Get Dictionaries' link which implies that 
functioning dictionaries can be installed at a later date when they 
can't under this scenario. There's nothing to obviously indicate that 
this behaviour is to be expected and I'd guess that this affects 
dictionaries of all languages, not just British.
There must be quite a few users who would want to be able to install 
dictionaries from a local file after installing the main program for 
all sorts of different reasons. An easy solution would be to install 
ispell_dictionary_list.xml no matter what options one selects in the 
main installer. The xml file is tiny (less than 8k) and it could 
alternatively be included in the dictionary installer instead of the 
main installer in the future.
