building CVS checkout on Mac OSX 10.4

I am attempting to build a 2.3 CVS checkout on Mac OSX 10.4 and am
having no luck at all. I have checked out the abicocoa module and
followed the instructions in the README. The automated build
(build_dev.sh) says :

pbxbuild not found
xcodebuild found instead
Build directory [/Users/robert/Development/workspace/abicocoa/BUILD]:

and then does nothing. I cannot build the poptbx project manually
either.

any help would be appreciated.
