The VC runtime is not part of the OS. What happens is that most machines will
have those libraries installed because there are very popular (lots of
programes use them) and also modern version of Windows may distribute them
since some of the new apps may be using them (I'm not sure).

This affects WINNT 4.0, Win95 and first versions of Win98 for sure.
