    Allow linking of external CSS stylesheet instead of exporting styles
    using new exporter property link-css. I have added a couple of
    funcitons xap_Dlg_HTMLOptions to make it possible to implement GUI
    for this in the future, but I have no immediate plans to do this.

    Command line usage:

        abiword -t html -e link-css:../mystyles.css

    I also got rid of some duplicate short names for cmd line parameters
    in ap_Args.cpp

    files: ap_Args.cpp, ie_exp_HTML.h/cpp, xap_Dlg_HTMLOptions.h/cpp
