Commit (HEAD): Implement text wrapping on win32

Implements Martin's text wrapping on win32.

This is currently just a checkbox on the Format Textbox dialog rather
than the iconized toggle button used on the unix side. The button
looked unnatural and out-of-place. Lemme know if I need to switch it to
a toggle button to keep the interfaces as similar as possible.
