I can think of lots of reasons to release 1.99.3 very soon:
Martin's fixes to non-WSYIWYG behaviour and guadec4 round-tripping
Dom's Enchant spelling framework
Jordi's owner-drawn menus for Win32
Marc's heap of memory fixes and other goodies
MG & Michael's fixes to the help/doc build system
lots of other bug fixes from lots of people
... all of which will resolve a lot of bugs. It would be great to release
1.99.3 so that bug reporters can see that their problems have been fixed and
(hopefully) will even update their bugs to Verified.
