Reuse last frame when honoring preference to not exit on close.

  M abi/src/wp/ap/xp/ap_EditMethods.cpp

Previously, we closed the existing window and opened a new empty one,
which felt pretty spastic to me. (On Win32, swapping frame windows affects
a number of things, including window placement, ordering on the taskbar,
etc.)
