As I promised, I have looked into the problem you are describing.

The answer to your question is that this character is not used.
I have two authoritative links on the subject.
The first is the cyrillic soup of Roman Czyborra. Take a look at it:

It has the table of CP1251 to unicode mapping in the link

The other one if Microsoft's MSDN.
It lists the corresponding to cp1251 as Unicode FFFE and the character
itself is unused.

MS has created a monster site. I can use it successfully only using both
