1) Re-arranged the insert menu so it looks more like MSWord's

2) Created UT_Script.cpp&.h
Defines an Abstract Script inteface, Script-Sniffer interface, and a
Script Library/Factory

I haven't changed the Perl Bindings to use this new scripting framework
yet, but I will in a few hours. This will mean that we can load scripts
from plugins if we so wish, and support more types than just Perl
(python is a good alternative, or my soon-to-be-written testcase where
we insert the captured STDOUT of another program, etc...).

Scripting in-general is now also no-longer a compile-time option.
However the *PERL BINDINGS* are. I'll polish up the Open file dialog to
support the scripting stuff shortly and have the toolbars & menus act
properly if no script-backends are currently provided.
