Yes, that sounds fine.It might not hurt to create one if it doesn't
exist, but installing the global one to copy from sounds like an
excellent idea.

If it's in a hidden directory, the average user won't be able to find
it. At least, not without directions.

Also, where will the 'New' command look for templates? Files that we
expect users to edit by hand probably shouldn't be hidden, I think.

Well, Word gives you an option to save changes to a template when you
make changes to the styles in a file. I find that very useful -- it
saves me having to make the changes twice. (I use templates a lot,
because I write for various people who require various styles, and
sometimes they change them.) Of course, it should be an option --
sometimes I just want to change the styles in a document.
