commit -- Makefiles use "tar <arguments>"

Subject: commit -- Makefiles use "tar "

I've tried to fix places where we called tar like "tar -<arguments>"
in favor of "tar <arguments>" (no dashes) for better compatability
with other Unixes. Please tell me if this causes anyone problems.
